The success of this programme is pinpointed to programme operators as stated here: 1. Country programme operator 2. Zonal programme Operators 3. Region programme representative 4. District, Ward and Street programme Volunteer. They will work with private sector in large and Community Based Organization Partners Representative (CBOPR) in collaboration with Government Community Development Officer.
The entire programme operator ought to be a person from Private Sector taken as potential partner.

- Collaboration in establishing annual work objectives and approval of an annual work plan for alliance partnership.
- Collaboration in assessing progress and identifying issues that arise, which may impact the success of the alliance partnership.
- Collaboration in determining corrective actions, where necessary.
- Approval of key personnel and any subsequent changes in the positions during the life of the programmes.
- Establishment of a monitoring and evaluation system of the Alliance Partnership performance and its programmes.

projects that can pool funds, talent, and resources from Donor Project Partners as well as USAID, and other
government agencies. The process refer to open correspondence, discussions on Questions
regarding LiDO’s and Donor Project partners core strategies, priorities and initiatives of the nature and
scope of partnership prior to the submission of a concept paper.
